At approximately 11:45 a.m. Tuesday Springfield Police Officers conducted a traffic stop at the intersection of Main and Gardner Streets. The car was unregistered and had attached plates. While officers were interacting with the driver, identified as Elvin Andino, they noticed that he appeared to be reaching under the driver’s seat.
Officers instructed Andino to exit the vehicle as it was going to be towed. During an inventory search of the car, officers located a loaded firearm under the driver’s seat. Andino was placed under arrest. The firearm was reported stolen out of Virginia.
40 year old Elvin Andino of Springfield is charged with:
• Carrying a Loaded Firearm without a License
• Possession of Ammunition without a FID Card
• Receiving Stolen Property
• Number Plate Violation to Conceal ID
• Unregistered Motor Vehicle
• Uninsured Motor Vehicle

These are allegations. All suspects are innocent until proven guilty in a court of law.
